Public Sector

In the US, GreenGen is an active partner with numerous public sector entities, including federal and municipal agencies.

US Government

GreenGen has a GSA Schedule 84 contract (Contract # GS-07F-143BA), which provides all federal agencies, as well as some state and local governments, with a vehicle to procure services from GreenGen on both a paid-for and performance-contract model.

GreenGen’s Schedule 84 SIN 246-53 is specifically for the GSA’s new and highly competitive ESPC ENABLE program. GreenGen is one of only 24 contractors in the US approved by the GSA under this schedule to support this program. In addition, GreenGen is on the US Department of Energy’s Qualified List of ESCOs.

The Federal Energy Management Program's (FEMP) Energy Savings Performance Contract (ESPC) ENABLE provides a standardized and streamlined process for federal facilities to install targeted, energy conservation measures (ECMs) in six months or less. Projects are administered through the General Services Administration (GSA) Federal Supply Schedule 84, Special Identification Number (SIN) 246-53 using a set of pre-established procurement and technical tools. The program allows sites an opportunity to implement specific ECMs including lighting, water, simple HVAC controls, HVAC system replacement, and solar photovoltaics.

ESPC ENABLE offers the same benefits as a conventional ESPC while at the same time, taking advantage of the GSA Schedule and its set of pre-qualified vendors and pre-negotiated pricing. This allows for a faster selection process so that a project can be designed and installed quickly. Other traditional ESPC benefits include:

  • Prescribed measurement and verification to ensure savings are achieved
  • Standard tools and contract templates to ensure consistency and project replication
  • Qualified energy service companies

Through the ESPC ENABLE program, smaller Federal facilities now have the opportunity not only to upgrade their old equipment, but also to contribute to a number of sustainability initiatives and enhance their ability to fulfill their stated mission.

Recent examples of GreenGen’s projects in the public sector include:

ESPC ENABLE PROGRAM

  • Department of Homeland Security, CBP Yuma – GreenGen has completed the retrofit on the high security ten-mile border fence between the US and Mexico, developing an optimal LED fixture design to replace existing 1000w Metal Halide fixtures and retrofit the nearly 300 60-foot poles
  • GSA Michigan – GreenGen is currently upgrading seven GSA buildings related to water conservation, HVAC replacements. HVAC controls, and installing solar photovoltaic (PV), and a strong focus on interior/exterior lighting systems.
  • US Department of Agriculture, US Forest Service Regions 5 & 6 – GreenGen is currently working with the US Department of Agriculture to implement a series of ESPCs under the ESPC ENABLE program to help reduce the energy costs for a portfolio of more than 450 buildings in US Forest Service Region 5 (Southern California) and Region 6 (Washington, Oregon, Idaho). This assignment was competitively secured under the GSA Schedule 84 SIN 246-53 contract and includes Lighting, HVAC, HVAC controls and solar PV ECMs. The USFS Region 5 delivery is currently underway in California and the USFS Region 6 is expected to be awarded in first quarter of 2017.
  • GSA US Courthouse & Federal Building, Hammond, IN – GreenGen upgraded exterior lighting of a 55,000 ft2 green area and 83,000 ft2 of hardscape parking area, as well as upgrading lighting of the four courtrooms.
  • Department of Transportation, SLSDC – GreenGen performed an Investment Grade Audit of the Saint Lawrence Seaway Development Corporation in Massena, NY to assess the feasibility of an ESPC under ENABLE

OTHER US GOVERNMENT (non-ENABLE Program)

  • Federal Bureau of Investigation – GreenGen has completed energy efficiency retrofits, upgrades and recommissioning on multiple leased FBI facilities. The scope of work has included lighting, mechanical systems, building envelope, controls, and behavior/data visualization.
  • Library of Congress – GreenGen retrofitted a secure facility used for storage and management of historic documents with LED fixtures with occupancy-based controls to limit interior fixture runtimes to when specific storage aisles were in use, reducing fixture wattage by 70%. Secured rebates and grants that covered 57.1% of project cost; Engineered photometrics with LOC and GSA for energy efficient LED upgrades and retrofitted 14 existing RTUs with controllers enabling power/output modulation with building demand, resulting in 44% energy reduction

STATE & LOCAL GOVERNMENT

  • City of Washington, DC – GreenGen has performed retrocommissioning work on behalf of the DC Department of General Services.
  • DC Water Authority – GreenGen has performed an energy assessment of DC Water’s portfolio of facilities, as well as provided submetering and energy efficiency work to select buildings.
  • State of Maryland – GreenGen is currently under contract to provide metering and data analytics to Maryland-based manufacturers in support of the State’s goal of making industry more competitive. GreenGen is under contract to perform energy assessments, develop energy efficiency recommendations, present energy assessment reports to clients, identify available rebates, and prepare a financial analysis (including Life Cycle Cost analysis, cash flows and simple payback scenarios) for the recommended implementation.

South America

  • City of Montevideo, Uruguay – GreenGen designed and implemented a submetering and data analytics program for the City of Montevideo, Uruguay. This program included the assessment of a dozen public facilities and the implementation of submeters. Each building’s data was placed on a web-based portal to provide city officials and engineers access to consumption data, allowing them to make significant reductions based on changes to equipment, schedules, and controls. The project was financed by the Inter-American Development Bank.
